Common on European utility bikes, a front wheel stabilizer makes loading front racks simpler. It is a spring connecting the fork to the down tube. Surly's Dummy Rail Collars are nothing more than a simple clamping device that buttresses the connection between your Big Dummy Frame and the Dummy Rails.
